本文认为,新疆经济发展落后,既有长期累计的历史原因,又有区位因素的政策效应等客观因素,但更深层次的原因在于新疆落后的经济结构。文章通过对新疆经济结构的全面考察和分析,指出新疆经济发展在结构方面存在的诸多比较突出的问题,并针对存在的问题提出了政策建议。 |
